What is the Winter Disconnection Ban?
Every year, during the winter months, hydro and gas utilities cannot be disconnected from homes. The Winter Disconnection Ban starts on November 15th, 2024, and ends on April 30th, 2025. Homes with suite meters can be disconnected.
If you receive a Disconnection Notice, you can apply to the Low-Income Energy Assistance Program (LEAP) to help cover up to $650 each calendar year of hydro and gas utility debt. When you apply to LEAP, let them know you have received a disconnection notice so they can request a 21-day extension on the disconnection date. If you receive a disconnection notice 21 days before the Winter Disconnection Ban starts, applying to LEAP can keep you from being disconnected until after the Ban stops at the end of April 2025. That gives you time to negotiate a repayment plan with your hydro or gas provider and make regular payments to catch up on these bills.
It is important to speak with your utility providers about repayment plans and realistic payment amounts. They have guidelines they follow about the length of time they can agree to for repayment plans.
Also, please consider applying to the Ontario Electricity Support Program as soon as possible. This is a monthly credit directly on your hydro bill that lowers the amount you pay. The income levels for eligibility increased in March 2024 so more people are eligible.
